Job Summary
Médecins du Monde (MdM) is an international humanitarian organization whose mission is to provide medical care for the most vulnerable populations, the world over, including France.
 

It seeks to stimulate voluntary commitment from doctors, other health care providers, and from those whose expertise in other fields is needed for its activities, to enlist all competent support required for the achievement of its projects, and to seek at all times to encourage close working relationships with populations in its care.

 
Médecins du Monde international network comprises 15 organisations. The network countries are: Argentina, Belgium, Canada, France, Germany, Greece, Japan, Netherlands, Portugal, Spain, Sweden, Switzerland, United Kingdom and the United States - 180 national programmes are run every day by teams made up largely of volunteers. They assist anyone who, without initial help, would be unable to access healthcare.
 

MdM has been working in Tanzania since 1992 on HIV/AIDS development projects. Since 2010, MdM focus in Tanzania has been the instauration of harm reduction services to People Who Use Drugs. For years MdM run the first comprehensive harm reduction programme in the country, in a district of Dar es Salaam. In 2020 the implementation was handed over to the local civil society and the funding to the Global Fund. MdM remained in Tanzania to support with technical expertise and to coordinate the scale up of these programmes, that are now present in different locations in Tanzania (Dar es Salaam, Arusha, Bagamoyo,Tanga...).

In the area of Harm Reduction, MdM Tanzania is starting new programmes with a regional approach. MdM is providing technical assistance and support in Burundi and Rwanda, programmes that are lead from the Tanzania Office.

In 2022, MdM has also started, together with national and international partners, several Sexual and Reproductive Health interventions, both in Dar es Salaam and Dodoma, and will continue increasing its presence in this sector.
 

Mission :
Manage & Supervise the SRHR (Sexual and Reproductive Health and Rights) program implemented and its team, ensure its planning, implementation, monitoring and evaluation, with particular attention to the support of partners, the quality of activities, and the compliance with donors and authorities.

Contract  : 1 year (renewable)


Duties And Responsibilities

 

Key Responsibilities :

  1. Analyze the evolution of the program and propose future strategic orientations, in close collaboration with the general coordinator and the Medical Coordinator.

  2. Plan, coordinate and supervise all programme activities with a view to achieving defined objectives, in close collaboration with programme partners and with particular attention to monitoring, evaluation, financial and budgetary management and reporting.

  3. Identify funding opportunities, design of new programmes with the General Coordinator participate in the drafting of proposals within the framework of the SRH program;

  4. Support partners in carrying out activities and ensure a participatory approach with young people and adolescent girls in the program ;

  5. Manage and animate the team.

 

Under the direction of the General Coordinator, and in close collaboration with the country coordination team, and the support service at headquarters, the programme coordinator will be responsible for steering the SRH programs at the strategic and operational levels.

The Programme Coordinator directly supervises a team of 2 people (currently 1). The Programme Coordinator also works closely with the support services (administrative and logistical), the Medical Coordinator and the Training and Advocacy Manager.

1. Programme planning, implementation and monitoring

He/she ensures the strategic and operational planning of the program, in collaboration with the partners;

He/she coordinates the implementation of activities, according to the operational planning, in close contact with the coordination team.

He/she is responsible for monitoring and reporting on programme activities based on the reference document and proposals to donors, ensuring the involvement of the team and direct partners.

He/she produces the terms of reference, ensures the follow-up and dissemination of evaluations and surveys of the program;

He/she models and/or capitalizes on the principles, practices and learnings of the program and ensures their dissemination internally, but also with partners and authorities.

2. Relations with partners, and authorities

He/she ensures a continuous analysis of the local context, local authorities and civil society.
He/She proposes appropriate partnerships and developsthem.He/She maintains regular relations with local authorities and our partners;
He/she ensures the representation and positioning of MdM in the relevant partnership networks

3. Financial management of programmes

In collaboration with the administrative coordinator, he/she prepares the budget of SRH programmes and leads its execution.

Ensures compliance with donor and/or internal rules and constraints in monitoring and budget management and, if necessary, proposes amendments and solutions.

He/she ensures compliance with donor rules and requirements in the implementation of activities and the management of the budget, ensuring transparency in the use of funds.

4. Relations and negotiations with donors
Under the guidance of the general coordination, he/she actively contributes to the search for funds

in the field;
In collaboration with the administrative coordinator, he ensures compliance with donor guidelines

during the design and implementation of the project.
In proposals to donors, he/she coordinates the collection and use of the necessary information in

the writing of the project and participates actively in the elaboration of the proposal.
He/she writes donor reports, in collaboration with the involved coordinators, and forwards the

reports to the general coordination for validation.

5. Advocacy and external communication

He/she establishes strong relationships with administrative and health authorities, national and international NGOs, and community actors.

With the General Coordinator, he/she ensures the planning,smooth running and coherence oflocal advocacy actions;

He/she represents MdM in front of local and national partners and participates in the programme- related meetings.

He/she works inclose partnership with the Advocacy Manager for of advocacy strategy and actions related to the SRH program.


Education Other Skills Required

- Previous experience in NGOs in coordinating/managing a portfolio of programs of different donors, ideally in SRHR.

Experience in technical support of partners and animation of networks ;
Strong ability to lead a team of direct and indirect collaborators and partners.
Experience in working with Key Population (PWUD, FSW, MsM).
Experienceinremoteprojectandteammanagement.
Sense of organization, prioritization and strategic and operational planning, listening, team spirit, 
dynamism and ability to take initiatives;
Experience and knowledge of SRHR main axes (Family planning, unwanted/early pregnancies, 
prevention of early pregnancies and STIs, contraception, etc). 

Knowledge of SRH national policies and programmes.
