Job Summary
We are seeking an experienced and highly skilled MEL (Monitoring, Evaluation, and Learning) Technical Specialist/Advisor to join our organization. The MEL Technical Specialist/Advisor will play a critical role in shaping and implementing our MEL strategies, ensuring the highest standards of program evaluation, and driving impactful learning and improvement across our initiatives.
Duties And Responsibilities
MEL Strategy Development:
Lead the design and implementation of comprehensive MEL frameworks and strategies that align with organizational goals and programmatic objectives.
Develop and refine theories of change, logic models, and performance measurement plans to guide program implementation and evaluation.
Evaluation Methodologies:
Design and conduct high-quality evaluations using diverse methodologies, including quantitative, qualitative, and mixed-method approaches.
Utilize advanced statistical techniques and data analysis software to assess program impact and effectiveness.
Ensure evaluations are rigorous, culturally appropriate, and tailored to the specific context and needs of the programs.
Data Management and Analysis:
Oversee the collection, management, and analysis of data from multiple sources, ensuring data integrity and accuracy.
Develop and maintain databases and information systems for MEL purposes.
Interpret and present complex data in clear and actionable ways to stakeholders at all levels.
Capacity Building and Technical Support:
Provide technical assistance and capacity-building support to staff, partners, and stakeholders on MEL best practices and methodologies.
Conduct training workshops and develop training materials to enhance MEL skills and knowledge across the organization.
Offer ongoing mentorship and support to MEL team members.
Reporting and Communication:
Prepare detailed and insightful evaluation reports, case studies, and learning briefs for internal and external audiences.
Communicate MEL findings and insights through presentations, webinars, and other formats to inform decision-making and strategic planning.
Ensure transparency and accountability in MEL processes and reporting.
Learning and Adaptation:
Foster a culture of learning and continuous improvement within the organization.
Facilitate reflective learning sessions and after-action reviews to identify lessons learned and best practices.
Promote the use of evaluation findings to drive programmatic adaptations and innovations.
Stakeholder Engagement:
Engage with donors, partners, and other stakeholders to ensure alignment and collaboration on MEL activities.
Represent the organization in MEL-related forums, conferences, and networks to share knowledge and advocate for evidence-based practices.
Build and maintain strong relationships with external evaluators, researchers, and institutions.
Education Other Skills Required
Master’s degree in Monitoring and Evaluation, Social Research, or a related field. A PhD in Impact Measurement or a closely related discipline is highly preferred. Over 10 years of professional experience in MEL, with a proven track record of designing and implementing successful evaluation frameworks and strategies. Expertise in diverse evaluation methodologies, including quantitative, qualitative, and mixed-method approaches. Advanced proficiency in statistical analysis software (e.g., SPSS, Stata, R) and data visualization tools. Strong knowledge of theories of change, logic models, and performance measurement. Excellent analytical, problem-solving, and critical-thinking skills. Exceptional written and verbal communication skills, with the ability to convey complex information clearly and effectively. Demonstrated experience in capacity building and technical support for MEL. Ability to work collaboratively with diverse teams and stakeholders. Strong organizational and project management skills, with the ability to manage multiple priorities and deadlines.
